It's unridden. I have trouble mounting and discounting. I can't lift my leg high enough. The handlebars are still loose, despite tightening to where I'm afraid to tighten more.

I just took a look at the handlebars on my own bike, and there are two connections that have to be tightened for the vertical axis. One is for the handlebar height, but if loose, lets the handlebars turn without the wheel. The other is there because on mine, the forward extension is separate from the pillar, so it can also let the bars turn without the wheel.
If yours is similar, you may be tightening one joint when the other is loose.
(Interestingly, the US manufacturer has the torque requirements printed on each in Newton-metres.)
My old bike had the pillar and extension as a one-piece L-shaped casting, with only one place to tighten for turn.

I've torqued the crap out of these things. I don't have a torque wrench so I gotta go by ear so to speak and I'm absolutely terrified I'm going to overtighten.
What happens is when I put weight on the bars the whole thing twists downward, like if a hunge was closing. But I can't find anything I haven't tightened. They don't twist, they pivot.
The seat clamp is also not fully tight but the creaking it makes when I tighten makes me afraid I'll break it and this seat clamp is part of the frame. I break it, I can't easily replace it.

Ah, the other axis. There will only be one joint that way. Which could mean that the bars are the wrong diameter for the extension. Once you've closed up the gap, there's no way to get that any tighter.
Newer standard handlebars have a 31.8mm diameter in the middle, bulged out from the rest of the bar, and both road and mountain bikes use the same size. Older standard bars are 25.4 or 26.0mm depending on road or mountain, so fittings for one would be almost, but not quite, on the other. So if you have a 25.4 bar and a 26.0 stem, you'd have the possibility of closing the clamp fully with the bar still loose.

It's not a 25mm bar, because the 25mm bell they sent with it doesn't fit.
I'll try to get a picture of the head tube. The bar isn't rotating, but rather the thing feels like it's folding.
It's a CUBE town n sport and the thing was near fully assembled when I got it. Just needed to twist the bars and attach pedals.

The bar won't be the same size all the way along. The middle is generally a bit larger than the rest. It gets complex - see
here and look at the number of different diameters used.
That bell may fit in a different place along the bar! Though more likely is that you have a mix of sizes here that don't go together, and the bell is just another instance.

It doesn't. Whole bar is 32mm. And theres no convenient spot for it. Right side has my gear shift, left side has the control pad for my bike's computer(electric bike).
The middle of the bar does appear a bit thicker, but there doesn't seem to be a place I can put a 25mm clamp.
Bells are required here in Sweden. Despite no one hearing them. Earbuds, cars.
I was going to order a 32mm bell but forgot when I ordered the rest of the stuff.
There's two bolts under the head clamp there. I might be able to tighten those more, but I'd kill for a torque wrench.

Dear bird(and anyone else with shrub experience),
We have these really gnarly woody plants growing in the back part of the house. We just had them all cut down. However, the stumps are too close together and dense to rototill to get the dang things out so they don't grow back.
I'd like to plant grass there in the future so salt is out of the question. How do I get rid of this stuff? Gonna get some pictures in a bit. My guess is that killing the stumps is a good start but I don't even know how to go about doing that, either.

Well, if the stumps are cut down to grass level I reckon you can just go with the mower there. Any regrow will be cut down.

Lol! I actually did think of having the guy down the road drag the excavator bucket over it to scrape up the roots... Just not sure how feasible it is to get it down there, because it's below road level by a ways.

Deleted the Imgur app off my phone today. It was taking up a ton of my storage and while I once enjoyed browsing through it to see what folks were up to, lately it’s been mostly political crap, corona stuff, and now the trouble in Minneapolis. So I went to start installing Skyrim mods on my PC and came to the conclusion that well, I can't. not to the extent I did for my laptop.
I have less than 30 GB left on my SSD.
Then I just looked at my husband's computer. i5-4460 and GTX 960. Like, it's not gonna run anything new.
Might just buy a new one and give him this thing. lol
