You could say that, yes. It heavily depended on who made the games. Some developers, like LJN, were notorious regarding games with bad controls and boring, uninspired gameplay. And some almost always seemed to hit it off like Sunsoft and Taito. Especially Sunsoft games are famous for having kicka** music in their games
