You have to understand the nature of Skyrim mods. Some of them do really pervasive things like re-texturing the chickens.
Oblivion had a lot of composite mods, like Apachii store with large numbers of outfits, Skyrim has typically one outfit per mod. I suspect a lot of Buffy's are wearables.

I run around 75 mods for Skyrim. Buffy is all about bow + magic + horse + exploration + dungeon crawling. So our 'needs' are different from what some may seek. For Buffy and I, unmodded Oblvion is a little better than unmodded Skyrim. But I prefer modded Skyrim to Oblivion with or without mods.

Only 75? That is nothing. I just checked, and I have 178 active .esps. That does not count all the straight texture replacers that don't have .esp files to activate. Nor all the other mods that are not active at the moment because my most recent character was not using them.
Good points on Skymods. My count includes all the DLC, unofficial patching and several 'support utilities'.
My Skymod list is shorter than my Oblivion list, but covers many of the same areas.
The critical Skymods (for me) focus on changing the leveling to allow more control and tweaking magic to primarily improve 'hand micromanagement' for mages - especially bow-using mages, and to restore a few spell effects from the older games.

Don't forget Buffy's gorgeous looks, which could never be achieved without some mod magic make-up, lol. The only reason I'll even consider opening Skyrim at all is because SubRosa taught me which mods to use to make Misa pretty; I wouldn't have brought her to the place otherwise, those vanilla characters were F'UGLY !!!!

It is definitely love it or hate it type stuff.
Edit: Oh missed your modding question. I'm sure there is. My games always feel very much like the original and most of my mods are definitely tweaks not overhauls.

Speaking of gorgeous nature - We are three days into our two weeks of annual Dogwood blooming here in ETN; so out come the Dogwood pictures!
First off, the house I bought for my son - we didn't know at the time, but learned 2-3 weeks ago that it is on a Dogwood trail!
Getting the house off an internet auction instead of through a realtor - no one told us anything about the house at all, good or bad; so I was very surprised when I came home one day to see the purple "Dogwood Trail" markings in the middle of the road leading to my son's house!
We have a white Dogwood in our driveway that is half hidden by a massive ivy covered stately tree of some kind; it looks similar to this one:
(ours is a little lopsided too, trying to reach the sun from around the big ivy covered brute, lol).
Anyway, I've been going out daily and walking around just around our new neighborhood here to see all the beautiful Dogwoods blooming the last three days - Awesome!
The lady across the street has one this color:

Yes, it is natural! And the pink - I had a pink Dogwood at my old house that I owned before Bob and I got married. (he had Bradford Pears, which always bloom white and for two weeks before Dogwoods plus the two weeks the Dogwoods bloom - (so double the bloom time a Dogwood has, but no pretty colors).
A lot of houses line their drives with the Bradford Pears; then dot their yards with the colorful Dogwoods.

3 has a lighter tone than Vegas? From what I´ve seen of Vegas I think that game has the lighter tone. I think 3 is pretty dark and gritty even with 3Dog on.

I don't recall anything in 3 on the scale of walking into a town that's been destroyed, through an avenue of people who've been crucified, to be told by a well spoken man that it was little more than an object lesson. Unless the dlcs get really dark, I don't think 3 has anything to match The Legion in New Vegas.
Well, I haven´t really seen any of that. I´ve only seen the general environment and overall tone, combined with some hilarious comments by AlChestBreach
