There were up to 'three in one' licensed games. Unlicensed that I know of are 31 in 1, Action 52 and 260 in 1. Licensed games never had that many games in one cart.

Yeah, but whatīs to cover now? The system is no longer for sale and no longer supported by Nintendo, so why the need for cover? All rights have expired now anyway.
Well, how pissed would you be if you brought a 31 in 1 cart from them, and it killed your NES?
If it's too far from the specifications of the original carts, that sort of thing could well happen. Doesn't exactly look good for the people who sold the cart at that point, does it?
