Not always, my cats never used to plot.
Mainly because one was too crazy and chatty to spend time plotting, while the other just couldn't be bothered

That cat is crazy and chatty AND plotting,

He is kind of demanding.
Wow, looks like you got the short end of that stick

At least if he plots he won't hang around in trees or lay with his head hanging off the kerb in order to get people to talk to him, like my cat used to

Edit: Damn, I'd intended to edit this into my previous post, but forgot

My last cat was much worse, she used to pull all kinds of pranks on me and on the dogs. I can't count the number of times I screamed in the night because I was trying to tiptoe to the bathroom and not wake anyone, and she popped out from no where and grabbed my ankles, then ran away making a sound that I swear sounded like laughing as I was shrieking from surprise - it didn't hurt when she grabbed my ankle, it tickled - but I was tensed. knowing the cat was plotting to get me but not knowing where it would strike. And sometimes she would let me get to the bathroom and then nab me on my way back to bed.
Sometimes she would hide and pop out from behind or under something as you were walking through the house; just to startle you. But I could get her back on that one, if I saw her walking toward the kitchen I could hide behind the dining room wall and watch her reflection coming in the stove window. When she got close I'd pop out (just like she did to me) and she would jump in the air.
She did that to the dogs too, she kept my Rottweiler all torn up by popping out on him.
She was MUCH worse than our cat now!

I sure would stop and talk to him. Talked to a cat today in fact, he was sitting in front of his house and waiting for someone to come open for him.
He didnīt say that in meows though, I could read his body language

Yeah, they can sure let you know what they want, even with the language barrier, lol.
