It's based on size. Pluto has been excluded because it is small. It's like saying that the Playstation Slim is no longer a gaming device because it isn't the same size as the older model.
It's also because it hasn't cleared its "local area" of "stuff"...There's still a huge pile of planetessimals out there, and piles of rock and ice, which is called the Oort cloud...And because Pluto hasn't hoovered all of that crap into itself and left the place mostly free of "other stuff", as the rest of the solar system has...It was another reason it had to be downgraded...
They've found other planetessimals since that are actually
bigger than Pluto, just farther out...They also suspect that Planet X (the mythical and theoretical planet of decent size and mass) is still out there, and that's what keeps disturbing the Oort Cloud and sending comets at the rest of us...
When some of the planets - Jupiter and Saturn - have
moons that are bigger than the
planet Mercury, I can kinda see why it all gets complicated...
That said, there's actually a lot more "Dwarf Planets" now, as they've classified several asteroids that lie between Mars and Jupiter as some...So it's not like Pluto's all alone in the night or anything...
