Maybe try increasing the difficulty setting?
More like turning it down from Expert to Adept.
My character's level 21, using apprentice level destruction spells because he lacks the perk/skill to make the adept spells cost-effective, and barely making a dent with them. Summoning a flame atronach is a big help, but trying to directly damage the dragon means a lot of time spent waiting for magicka to regenerate. The only non-magical damage he can do is shield bashing, but he needs to save stamina for blocking dragon breaths(elemental protection perk, very handy). And if it weren't for the staff of fireballs he happened to be carrying, and the dozen soul gems used up recharging it, the fights would have taken three time as long.
It just means too much time spent standing around, passively. I'm actually starting to regret starting the MQ with this character. Against anything else he's fought, he great fun to use, but against dragons? Forget about it.
