Saki, I bet you're relieved that your bike finally arrived. And it looks like the right bike with two wheels and everything! 
That saddle looks like it was shipped as low as it could go. Make sure you adjust to the right height before you ride, or your legs will get tired. You need to almost straighten your leg on each stroke, just like you do when walking. You get better leverage that way.

I'm 5'4" and it's a 46 cm frame(18 inch) so I'm not sure how far up it'll go. My legs are shorter than average.
I need to get it outside so I can use the porch as a brace while I sit on it to see where I need to out the thing. There's a few calculations you can do based on leg length but they're not 100%.

That's weird about the seat post. Surely you must be abvle to tighten it firmly. I suggest contacting the seller if you can't fix it.

It's not weird that it won't fit, really. It's a 31.8mm flat handlebar. This one was designed for a smaller bar, like on a road bike.
