I would define "up" as being at a higher gravitational potential than the observer. Clouds are only "up" if you're not observing them from a greater elevation, e.g in Sheogorath's pit full of them. If they were clouds, and not clowns.
Note: beginning to smell bad is not an indication of being "high", either. Ripe perhaps.
