I believe that Persephone and friend are in Brittleshin Pass at the necromancer’s altar. Channah died in the chamber below there, so it’s stayed in my mind. Given the occupants I imagine that Persephone likes to make regular trips through there!

Nope, not Windhelm. Take a close look at the stonework. (As far as I know there are six cities with Halls of the Dead in the vanilla game.)

Oh, I didn't know that! The only one I've found was in ESO in Windhem. I guess it looks like Riften if you look at the stone.

I was just there for the first time ever a couple of days ago. There aren't any quests that send you there, and there's nothing to find, so I never had any need to go in.

Correct, that’s the Riften Hall of the Dead. It’s under the Temple of Mara. You can do a favor quest for the priestess of Arkay there, but there’s nothing outside to entice you in.
