I can't say for certain, but the graphics look like Oblivion, so this must be in Cyrodiil if that is the case. What's sort of amazing is I can't tell whether this is Oblivion or Skyrim based on this screenshot, as the details that would indicate which one it is are too muddled (for me) to tell. And I don't know which game the subtle details indicate, like the design of those candle-holders. In every other case of a screenshot posted here that I have seen, it's been obvious which game they were.

While it has been quite some time since I have played Oblivion, the first thought that came to mind was that it is at a Daedric shrine based on the table. Looks like County Bruma in the distance due to those mountains, which I think is where Hermaeus Mora's shrine is, so it isn't that one. But I don't remember at all where the others are.
