Silorn is the one where you have to do the "Ambush" quest with three others from the Mages Guild - Falcar runs inside and you kind of have no choice but to explore it to complete the quest. (unless you just flat out murder Falcar; and then you will be meeting Lucien Lachance the next time you sleep!
My guess is Darnand is in the Leyawiin Mages Guild, final answer!
You're halfway there - he is in a Guild hall, but not Leyawiin's.
