Well, to me that looks like the area before Robber's Gorge. It ain't Robber's Gorge though, I would be able to see the gate if it were.

Hmm. Obviously the Rift area. That looks like Golenglow Estate in the distance. Could be on the docks of Riften. I don't think that's where you are though. Too many trees nearby.
I mean, are we guessing what's in the picture, or are we guessing where your character is actually standing?

You'd be outside Faldar's Tooth to have that view of it, if it were GG.

Actually, Ghastley made all the bear riding mods for TES IV Oblivion! I think he is the pioneer that gave Bethesda and Zenimax the idea!

the bear-riding mod for TES IV:Oblivion, but it was NPC's riding the bears, as I couldn't get the walking speed ride to work properly. The Imperial Legion Mountain Riders always gallop on their patrols. One of the NPC's was the first Unna.
There are two mods for TES V:Skyrim that let you ride bears, neither are mine.
I was working on a quest mod that added the Imperial Legion Mountain Riders to Skyrim, but shelved it when I hit problems with the patrols. They wouldn't follow the routes properly, and the rider and bear kept getting separated, not remounting after skirmishes. I did play a bear-rider several times in Skyrim.
So yes, that's ESO, but no it's not the right location.

I had a LOT of problems with AI packages in Skyrim; it seemed to work on test runs; but would be broken the second time I tried.

I will go ahead and make an answer here. Unna and her bear are right above the Imperial Sewer exit/entrance, across the pond from Vilverin (if these ruins exist in Elder Scrolls Online?) and coming down the hill from the Imperial City's Prison District. Final!

Correct. When Abiene stepped out of the Anvil Mages Guild, the similarity of the streetscapes in the two games struck me.

Some of the matching is scary. If you go to Louna's farmhouse near to Anvil, (that's the site of the future Gweden Farm,) you'll find two buildings, just the way they'll be in my modded game!
