I think it's a bit West of Skingrad. That looks like Gold Coast, and the city would be Kvatch, although I can't remember the mill's name.

I believe that's Marja's Mill. Jerric was in the neighborhood not long ago. He suspects that there is a lot of Nord blood in Marja's family.
