Surrounding environment is a Nord ruin from Skyrim, so mALX is right about that. Also, the character model is too good to be Oblivion. So it’s a Nord ruin in Skyrim that maybe has some snow and ice in the interior of it. My guess would be Bleakfalls Barrow, but honestly I’m not very familiar with many other Nord ruins in the game.
