Well, I'm stumped. It's been a long while since I've played Oblivion. I didn't recognize the name of Alval Uvani, so I had to look him up on UESP. I didn't do the Dark Brotherhood questline, so that explains why I have never encountered him (or at least, I think I haven't).

@RaderOfTheLostArk - you can encounter Alval Uvani regardless of the DB questline, whether on roads or inside some buildings like in this case. He also has a home in Leyawiin.

I'd say that that's the area north of Vivec, or in other words between Pelagiad and Suran (map-wise). Buildings in the background look like small farms that can be found scattered in this region, the one that looks a little bigger, could be one of plantations. And if I'm not mistaken, is north of Suran some Dwemer ruin, which could be the two towers on the very right side.
