Correct! That is the Chapel of Dibella, specifically the one that is in Anvil in both the ESO and Oblivion versions of that city. The temple dancers are in the background. (If you haven't seen them in ESO, just wait around for a bit. They come out periodically and dance.)

Woo hoo, I was wanting to scarf down some cake on this Sundas morn.
What gave it away is the base which Sheogorath's statue stands upon. It's the only base which has both feet showing, but also he's got some sort of staff which touches the base. Also, the location looks sort of like Blackwood. And I know that's the only shrine down in that region.
Where is Renee Gade III? -- I know this one's vague, so hints will get dropped if we don't make a correct guess within two tries.

I assume it must be some fort, occupied by marauders, based on the looks of an enemy.
I actually don't recall a lot of names of marauder-infested forts without checking the UESP but I know that one of them is Fort Alessia, so let's try with this.
