I think I know where he is, but I don't have an image to post.
I looked in my Oblivion screenshots, and they're all Evergloam, Moonshadow, Falkreath or Wobbly Goblet (or else they're so obvious they can't be used). Skyrim's just as bad, except that half of them are taken in Hearthfire homes, and you can't tell one from another.
If nobody gets it soon, I'll post and throw it open (assuming I'm right, of course!)

I don't have a screenshot to use either. Should we say it in unison or wait it out till someone else guesses it that does have a screen they can use?

Ooh! I think I know! I just recently started Buffy on a new playthrough and, while she is leveling, we tend to favor non-respawning dungeons. So. . . we recently cleared where I think this is.
The den of the Pale Lady, deep within Frostmere Crypt?

Buffy probably hasn't been here, as she wouldn't do the quest-line. And I rarely send any of mine, so I'm not sure how I recognised it.

This is a non-respawning location, but it is not Frostmere Crypt, nor is it High Gate Ruins.
This part of the interior is quest-locked as ghastley said, so it’s a little tricky. But I think a whole lot of folks have gotten at least this far in the quest-line.

Is it where you have to go fight the last Dragonborn?l (I at first thought it was that huge mess hall in Sovngarde; but it was too foggy for that)

Nope, it’s in Skyrim, near a piece of land that’s used in one of ghastley’s mods. The main chamber doesn’t look that foggy once you get inside, but it is huge so from that distance you see the mist.

Darklight Tower? - Oh wait, Acadian would probably do that quest. OH! The Dawnstar Sanctuary? The Temple of Miraak? Gaaaah, urk. You said it was in the Skyrim mainland so it can't be. I don't play the game - but I do know which quests Acadian will not do, lol. Urk.

That’s Dustman’s Cairn, the destination for the Proving Honor quest for the Companions. You fight draugr and Silver Hand in there, and at one point you lock yourself in a side-chamber and Farkas turns into a werewolf. In the pictured chamber there’s a Word of the Fire Breath shout and a fragment of Wuuthrad on that table.
Darn, I was sure everyone had been there, since it’s the first big Companions quest that leads to you becoming a member but long before the werewolf business. Jerric and Lil do this quest every time they start a new game.
Oh well, back to you ghastley!

Did you mark it as a "Landmark"? If not, I don't think there's anywhere in Cyrodiil that you'd see two of them on your compass at once, unless Dragonclaw Rock and Gnoll Mountain are close enough. But then it would be snow everywhere.
And come to think of it, that's the "undiscovered" version. Something doesn't add up.

It isn't far from one landmark; but is not at one. I added the tower, those stone balcony structures, etc.

Sorry, I remember looking at Persephone in her tower, just not where it is. Remembering the screenshot of her walking along the edge, it is somewhere high. That's as close as I can get!

I'd guess that the other Landmark on the compass is Cloud Top, so it would be near there. (WSW of it, reversing that compass indication).
