Okay, I read the clue in a wrong way before...now if a dragon priest is involved and the ruin is in the Reach, then Valthume must be the correct answer.

Now that I know the answer, it's obvious. That was really a good pic, taken from such an angle that it confused me and obviously others too, since nobody provided the answer. I've been to Valthume with several characters many times and now ironically didn't recognize the place.
