You know, I suppose theoretically even those of us who are in different factions
could meet peacefully in Cyrodiil, we’d just have to be very careful of friendly fire if a PvE situation came up.

Yes, I actually have gone skyshard hunting with a Player from the Aldmeri, we just both had to watch out for enemies like anyone would down there.
The thing to do in Cyrodiil is to stick to rougher and woodsier terrain, stay away from the roads as much as possible. Give the enemy Keeps a wide berth; and sneak whenever possible.
Listen carefully for running footsteps and horse hoofs = those are always players (and is why I don't ride in Cyrodiil and sneak everywhere while there: so enemies aren't alerted to me being there).
I changed the Audio in settings to make footsteps louder and turned the music way down; that way I hear the enemy coming before they have a chance to see me most of the time.
Also: Make sure your settings are set up to show enemy flags over their head so you can watch the colors of any Players out there. You will see a little colored insignia over their heads, but all you need to see is the color to know what faction they are with. (Red = Ebonheart, Yellow = Aldmeri, Blue = Daggerfall)
If a group of other Alliance players attacks, try to run and jump into water = slaughterfish will kill you and you will resurrect in your home base, which is a safe zone. That way they don't get the kill on you. (all the water in Cyrodiil is loaded with slaughterfish).
If just one Player attacks, you can do the same thing - unless you think you can take them, then give it a shot. That is how I got the 8 kills. I actually got 9 kills, but on the last one another player killed me before I could loot the body, so = not sure if it counts as a kill or not since I didn't get the stones.
Cyrodiil itself isn't bad at all; the Imperial City is a different story though. Cyrodiil is worse on the weekends or nights when the war rages and Players are fighting for the Keeps. Usually in the daytime it is pretty quiet in Cyrodiil.
