HEREThat is it! The Hub page says it won't be available till 2025; but the carpets that come with it clearly say "10'th Anniversary on them = which ends this year; so that kind of threw me. I am still hoping they are giving it to us free; like as a final gift for that Golden Endeavor thing or a gift for Saturalia or something.

According to ZOS, it is one of two new houses (including the House of the Five Companions east of Skingrad in Gold Road expansion). One will be available soon before the end of the year (I think it will be the West Weald house, though it could be the 10th anniversary house as it's the end of ESO's tenth), and the other sometime in early 2025.
Both are previewable, both have 700 slots, which tells me they will likely be Crown Only houses, though the Five Companions one may be linked to the completion of the Main Quest
The 5 companion one is for sale through the Impressario = buy the 5 keys for 10 Event Tickets each Key (we just bought the third key this Event). Not sure how much they will charge for the morph of the Imp pet though. You can view that house by going through the portal by the Impressario's tents.

The Grand Gallery of Tamriel seems to be just off the Rift map, although the entrance is in it. I didn't find any other exit to another zone, unlike The Sword-Singers place, and Sweetwater Cascades, but it looks as if it backs onto Cyrodiil. Quite a few dead-space buildings on the plot, like the two towers at Sword-Singers. This has four at the front.
I'm trying to find a way to get a floor-plan of the interior. The map image outside is a bit misleading, as you have to go through the building to get to the second-level balcony at the back, and then back in to the circular balcony inside the dome.
There are a lot of plinths in the interior rooms that cannot be moved. Possibly you could put raised floors over them, as headroom is huge, but that's a lot of floor pieces. In the main circular hall, several statues are moveable, but the five large ones are part of the support columns and are fixtures. This is going to be a gallery, not a palace.
No furnished preview. This usually means it's not a Crown Store house.
It is actually in the Live game now too; but when you click F5 it just says "This house is not available for sale at this time" and so I couldn't tell if there was no option for furnishings. Did they actually let you buy it on the PTS and still no option for furnished?
I hope they sell those rugs in the Crown Store, I really like them. I normally don't buy the bigger houses; but you can build way out and high on this house = meaning a spectacular view looking down into the valley behind the cliff it sits on = gorgeous!

I vaguely remember a presentation where they were talking about the Grand Gallery being designed for holding a bunch of achievement stuff. So it would make sense that there would be shelves and plinths built in so as not to count toward the furnishing limit.
I missed that Twitch; darn it. But I got the feeling you are right about it being for display because of all the built in places to put stuff on display that weren't movable when you moused over them in game.
