(Interesting. So with the mention of "judges", it is obvious that Cyrodiil does have some sort of court system which is not portrayed in the game. I only mention this because Daggerfall has courts, where we can plead guilty, not guilty, and so on. The hardcore DF fans got upset because starting in Morrowind, guards basically became similar to deputees of the Old American West; able to cast judgement on-the-spot if need be.
