The tested animal could have infected someone or a group of people, and the government is keeping it quiet so nobody panicked.
The experiment could've gone well at first, like in I am legend, but turned out with bad side effects after it was too late to do anything about it.
I'm not staying there's a solid 100 percent chance a zombie apocalypse will happen, I'm saying it's possible. Other viruses could mutate, something could go wrong in a government lab.
Except said lab would have at least a dozen safeguards preventing it from getting out. And this is the standard protocols used since they were creating biological weapons and fiddling with smallpox, likely beefed up and refined. So how exactly is it supposed to get out? Because that's something that's always glossed over: Resident Evil (the movie) for some reason the AI was completely unable to get a message outside of the facility? Thus forcing them to go in to find out what happened? or I Am Legend; I don't think they explained how it got out either, but I only saw that film once years ago.
For it to get out "something" does not have to go wrong. EVERYTHING has to go wrong. Every safeguard and security measure needs to fail, right down to failing to lock down the facility in question.

I mean, just look at
This fungus infecting ants. All natural. Nature could create a virus, or possibly fungus, that causes cannibalistic behavior, and has has the urge to spread.
If the government doesn't create it, nature might. You can't truly rule out the possibility of a deadly virus outbreak like that.
It's not just a question of could it spread, but whether or not it could be stopped. And frankly, I don't see anything to suggest it couldn't be. For it to be able to be unstoppable it would have to be both highly contagious among humans
and become airborne, either of which would require vast amounts of mutation, the most likely outcome of which is the virus simply breaking down because of all that mutation.
