So there's going to be an investigation into the Falmer, then? That'll be interesting, certainly; are you incorporating Skyrim lore about the Falmer into this or is it sticking to the Morrowind line of 'we haven't seen them yet'?
Also, you seemed to have some really odd usage of capitalisation and apostrophes at points within this chapter, stuff like:

It's kind of wierd how the profession, like 'scholar' and 'miners and dock workers' are capitalised; it's a title, of sorts, but it shouldn't be. Again, it's the same case with 'eldest mortals', and to be honest I have no idea why you put capitals on that one. It just looks odd now, and it seems to happen all the time, which was kind of jarring to read. Also, 'sorcerers' and 'Dagoths' shouldn't have apostrophes, as they aren't meant to indicate possessives.
