I do too, it adds a lot of excitement to the game! In Oblivion, I always get the Bleak Mine guards chasing me, they will hound you everywhere you go (even into Oblivion gates!) and are very tough fighters - there are six of them if you manage to release the Ogres without killing any guards.
Audens Avidius will follow you anywhere too, but is a weak fighter and it isn't as thrilling.
The King Lich at Miscarand is a great one to have chase you, so is Sithis.
(Umbra will chase you relentlessly, but I don't like attacking her for no reason)
The Unicorn will chase you relentlessly too, all you have to do is draw a sword out to tick it off - but I don't like it dying so don't upset it except by accident.
The only stalker I never activated in Oblivion was the Khajiit from the "Collector" questline - liked him too much to make him mad.
