I did go into the reasoning with stomache ache. Urshilaku is really the only tribe in the way of another House's land, and even then not really. Zainab, on the other hand, controls the very rich area known as the Grazelands, Erabeninsum controls the area close to some mines as well as some strategic points and Ahemussa have the northern region. In a way, they're sort of boxing the Telvanni in and keeping them out of resources. Because other houses are gaining power and resources, Telvanni felt it should get the upper hand by kicking them out and getting more land.
Melkaan understands a necessity not just to make them leave, but exterminate them. If not he'll enter an insurgency period, like the Guerilla war he's in now because he failed to finish off any of the tribes in one swift motion as was his plan. The way I see it, Melkaan doesn't do anything to be evil, or torturous. He acts a little like a businessman with a vicious murder streak, cleanly cutting off and purging what is counter-productive.

I'm speaking for Hlaalu, well in my eye why I think Hlaalu doesn't care. The reason is becasue why should ahouse of money care about what happens in the ashlands were it is , for Hlaalu's purpose, completly pointless?

This influenced his personality greatly. When Raxle discovered that his mother had been sleeping with his employer, O'conner trashed the mans home and stole his valuables.
With the money gained from the theiving he gave a very large sum to his mother and pleaded her to go with him but she refused. Enraged he left her and his history in Cyrodil forever. Later on he joined the legion because the courts had finally found him and gave him a choice. 25 years in the imperial prisons or fight for the legion. (17)
After serving for 4 years in the mountain regions of northren cyrodil he, and his company were givin the order to move out for the defense of Vvardenfell. Raxle was stationed at Ebonhart for a short few weeks untill he was forced to leave for the defense of Vivec.
After many days of fighting the undead and constructs, the enemy had offered the defenders a chance of surrender. He thought it would be all over, but the Dark Elf in charge wouldn't give up. This angered Raxle and started a growing hatred for Dunmer.
The defense of Ald'run was an amazing battle for him, he fought beside and against so many different hero's that it was almost of mythic porportions to him. But it turned him off when those same people he fought for hunted the legionarres down after the fall of Arcyakt.
5 years later and the only thing keeping him from going AWOL from the legion in the fact that everyone else wants to kill him.
