It's just "For Lord Dagon forever reborn in blood and fire from the waters of Oblivion" being repeated over and over again.
That text was used in one of the splash screens of the countdown for the announcement of the game.

The backside was fake. The front actually is real. Think Pete confirmed it. Said he, Sentinel and one other put a lot of energy in it. You'll find the quote in our dev quotes soon, or simply look up Pete on the official forums and click on "Find this members posts"
