a Gamespot-Interview from last october:
GameSpot: And along the same lines, can we expect to see the return of life-altering conditions such as vampirism and lycanthropy in The Elder Scrolls IV: Oblivion? Are there any specific plans for either extended character-altering states like lycanthropy, or other elaborate, nonessential side quests that you'd care to share?
Todd Howard: We're not ready to discuss those yet.
I did an extensive search via google but I didn't find anything that could have answered your question :embarrassed:

Werewolves have not been confirmed yet. Nor has any other wereform been confirmed for that matter.
Vampires, on the other hand, have been confirmed.
Still, I have a feeling we will see some sort of lycantrophy in the game. Perhaps even more werecreatures than just one type.
According to the lore, there should be werewolves, werebears and werelions in Cyrodiil.

Well then there hope.
P.S. I thought Lycanthropy was Werewolf, not wereanything.

Maybe in most cases, but in TES there are 7 different lycantrophes.
Werewolves, werebears, werelions, wereboars, werevultures, werecrocodiles and weresharks.
On Lycantrophy. An interesting book about the disease.

"When I did finally see a lycanthrope, it was not a werebear. It was a werewolf, the "common" lycanthope, which can be found in every part of Tamriel."
Well there you go. Since the Elder Scroll games always stick to the lore of Tamriel down to the punctuation, I think a safe guess (guess) is that they'll make an appearance on Oblivion.

TES is a realistic world, words can be used incorrectly. Lycanthropey is one.
Besides, it sounds better than Urusthropey or whatever the scientific term for a Werebear would be.

As I said, in most other cases a lycantrophe usually only means werewolf.
However, in TES it can mean any of the 7 different weretypes.

Forgetting one, possibly..
Just a little "in the know" for those who are curious about dragons. They DO exist, just not everywhere. Even in Cyrodil, where the majority of dragons may be, they are scarcely seen.
Could it be they can shapeshift and use human form?
just a thought. its not proven, i dunno how reliable the guy is.. but the link
is right here...

Wormgod knows his stuff. After all, he's a part of the Bethesda team.
But what you're talking about isn't lycantrophy in any way. It's normal shapeshifting. No Daedric disease involved.

IMO I think we will see Werewolves and Werelions, maybe Werebears.. I dont know, but if I would go after the screenshots I have a feeling it would rather be Werebears than Werelions, but it depends on where in the region of Cyrodiil most of the game will be as the game doesn't cover the whole Cyrodiil Region

I certainly hope so!

Because not all of Cyrodiil is accepting, one side is accepting and more open-minded and the other is traditional and strict. And, I think Cyrodiil has different landscapes, so it would be interesting to see...

Well well.. They are not made to be loved, but I really like the ideas that can involve Were-creatures. Its fun to be too, and many fun scenarios with Were-creatures that would fit good into a game like Oblivion

It's been said even were alligators, though that may be only The Black Marsh. I think bethesda wouldn't add them though, too much confusion between them and daedroth.

Werecrocodiles actually. Some of them might be found in Cyrodiil close to the borders to the Black Marsh but I don't expect to see any werecrocodiles in TESIV.
Honestly, I'd be more than satisfied with werewolves only.

I liked DF's way of handling Lycanthropy:
You had a Forced transformation every full moon, but could on ANY other day, at ANY tuime transform ONCE for that day. I like that. Works for the Casual Werewolves who like the full-moon schedule, and the guys like me who like to be one whenever we like.

Oh... and Minque: *flame*

Yep. It's alright though... honestly the werewolve annoyed me a bit.
But of course there shall be mods. Don't expect this world to be lycanthrope free for too long once everone gets used to the Construction Set.
