Depends on the character. I had a Paladin a few years back (Dyan phor a'Cauz) who
always gave money to beggars. She is a noble do-gooder. Then one day she met a particularly healthy-looking bum, and refused to help him. Dyan got to the point that she was sick of being "the one". Why does
she have to be the one who helps everybody, where is the NPC whose willing to help
her as she travels about, saving Cyrodiil from ruin?
Other characters of mine don't give beggars any coin. They'll just ignore 'em. Dyan was the one (for awhile) who basically helped every bum she came in contact with.

If my chars. give them anything, they'll usually splurge. They won't just give a "single coiiiin", instead they move on to the Persuasion mini-game, which offers dozens more gold.
The gold actually never gets spent, by the way. From what I've seen, dead beggars still happen to have all the gold given to them over time.

Real-life or in the game?

In the game, I don't like or hate 'em. Again, this depends on the character, I personally don't have an opinion, other than the fact that beggars fill out the bottom niche of Tamriellic society. If there weren't any beggars in Tamriel, something would be missing.
In real-life I like some, and will help some, but only if they're seriously wounded, or if they're doing something creative. Able-bodied beggars who play an instrument or recite poetry for instance (badly or well, I don't care) are at least doing something other than just sitting around, and I appreciate this.
I've been homeless myself, so I've seen both sides of this sort of reality. I know how tough it is, but I also know some people
like being homeless. Some are homeless by choice. But if they're not
doing something with their time (or seriously maimed/disfigured) they're not getting a 'single coin' from me.

One of my characters kinda does. Kahreem of Weet is a thief whose been dealing with beggars on and off ever since joining the TG. He
does get suspicious whenever a beggar changes his/her voice from peasantry to commoner.
