So, who is your all time favourite character from any of the Elder Scrolls games (excluding your own, of course). Mine has to be Haskill from the Shivering Isles, for his snarky style, or Sheogorath, simply for the immortal line "Come back soon, or I'll pluck out your eyes!"

I suppose it would depend on the criteria by which I was judging. Since I find deciding on a single favorite too challenging, perhaps I'll simply list a few that I've enjoyed.
Crassius Curio - he's unique, and content to be so
Therana - she's just crazy, which makes her good for a laugh
Dagoth Ur - mostly because he gets some of the best lines ever
I wonder what is says about me that all of my favorite characters are somewhat crazy.

Dagoth Ur - to this day, he's my favorite game villain because of his motivations and sympathetic story.
Captain Falx Carius - You can just tell this guy is an absolute model officer. He cares for his men and is good at his job. And he helps you out a little bit in Hircine's Maze (though naturally, you have to do some work to ensure he doesn't get killed). I remember feeling so relieved when I found out he was still alive after the roof collapse.
Caius Cosades - I always got the feeling that he knew a lot - more than he let on, even. I was genuinely sad to see him go.
Sheogorath - You gotta love a guy who threatens to pluck out your eyes in such a cheerful manner. Or boasts of his ability to make you fall in love with a cloud.

Sheogorath- Like BBQ said you have to love his crazy attitude and he boasts about the weirdest things.
Caius Cosades- I was so sad when I found out he was leaving! He was pretty unique, skooma addict/Blade spy. Pretty wierd combination.

Jagar Tharn: Well duh, I wouldn't be using him for an avatar if I hated him, would I? I don't know why I like him, really, especially since unlike all the others, you don't really get to meet him and sit down for a nice chat. Maybe it's just because he looks really cool in cutscenes.
Caius Cosades: I just thought that his cover was great. And while he sended you off on fetch quest after fetch quest, he did show that he cared about you, even if he had to gamble your life.
Dagoth Ur: The whole conversation you can have with him makes him great. So yeah, he's your enemy and there's nothing either of you can do about it. But he's still willing to have a civilized chat first and explain his motives. Also, he's got a shiny mask and an unique voice.
Lucien Lachance: His voice is just hilarious. He tries so hard to sound like this coldblooded ultra-creepy assassin. And then I go: "Yo dude, what's up? Heard any news?"

Cue him happily telling me all about some guys love for sheep.
The Dark Brotherhood Orc guy. Forget about stealth. Just smash their skulls in.
The Arena guild master/whatever he was called. "I heard a rumour saying that you're an idiot. Any truth to that?" Enough said.
Sheogorath: Cause duh, his conversations are as hilarious as his mood swings. Also, I can't like Sheogorath if I don't like....
Haskill: He sounds so bored and is always dripping with sarcasm. The perfect counterpart to Sheogorath's madness.
I also like Amusei. I dunno why, especially because he's portrayed as a bit of a loser. But hey, the guy tries and he even makes it to private messenger for the most legendary thief in the country. How awesome is that?
Oh, and before I forget. The Gray Fox. Capital!
Hell, I like so many people, it would be easier to list those I don't like. Or maybe not, that list would be even longer probably.

I don't remember his name. In Morrowind, the man in Ebonheart who gives quests to collect ingredients for the imperial cult.

Fortunatly, he is my absolute favorite, and a nice addition on the part of Bethesda to poke fun at themselves in thier explaination for removing things.
Oh, and the girl in Morrowind who does the demon hunting with the Fighter's Guild and has the unique dialogue. Just excellent.

My all-time favorite TES character has to be Sterdecan. I was so disappointed that there weren't more quests in Morrowind that involved him. Has anyone ever made a mod in which Sterdecan is a quest giver for the Twin Lamps? If so, that would be reason enough for me to ditch the console forever!

I've always been fond of Caius Cosades. He may be sending you into danger, but he at least cares about what happens to you, gives you money, advice, all that good stuff.
Course, you can't help feeling sorry for Dagoth Ur. I mean, if Nerevar had listened to him first, instead of ignoring him and going to Vivec, Almalexia, and Sotha Sil for advice, he never would have gone bad. So its kinda Nerevar's fault that Dagoth Ur was who he was.
And Big-head (in both games) is pretty awesome.

Made the Dark Brotherhood for me.
Other Characters? It would either be Acadian's Buffy or mirocou's Lothran, Oh and Lady Mara's Rayn is interesting too.

I like all the named vampire characters- except for seridur, who I just find plain annoying. That and he makes my game crash sometimes and always kills me a million times at the end of his quest. Janus Hassildor is fun to beat up because he doesn't die. Jakben Imbel has a very useful vampire nest in his basement, which is great for killing guards without resulting in a high bounty. He also has containers that respawn when you take everything from them, and the armor and weapon he drops usually is worth a good amount of gold when you sell it. Lord Lovidicus is fun to be chased by, but only if you're faster than him because he tends to not watch his step and plummets to his death off the side of a mountain. Vicente Valtieri is a friendly vampire assassin. It's also fun sticking garlic in his inventory because you can punch him in the face and he can't do anything.
The Gray fox - is awesome, except he always sends me places where I die about 5 times before actually Succed in completing the quest.
Lucien Lachance - cool too. The first time he appeared when I was playing I accidently killed him because he scared the crap outta me by appearing next to my sleeping character. I reloaded a previous save though to see
what he wanted.
Martin Septim - he's alright. If you rule out the fact that he sent you all over Cyrodiil to collect crappy artifacts and then just died at the end after making you go through every cave in the game, he's pretty cool.
Mahei - he's hilarious. I find it amusing how he says he's hiding from his wife and asks the player not to say anything to her about him, while she's standing right in front of him.
Mankar Cameron- I only like him because his voice sounds cool. He doesn't shut up though, and is extremely annoying.
Imperial Legion Watchman- for being extremely dumb.
Idiot GuardThe Adoring Fan- its fun shooting him off dive rock over and over again.
The Gray Prince - once he finds out his father is a vampire, he just let's you kill him at the end fight

Me too. I like the vampire NPC's in Oblivion, but I find the lack of a proper clan disturbing. Maybe they're so secretive, they weren't even shown ingame lmao.
But I will have to say:
Aela the Huntress and Skjor: Two werewolves from the Circle of Companions who embrace their blessing as a gift. Hunt in life, and after death!
Serana: Daughter of Coldharbour. She likes being a vampire, unless the player shoves the "vampires are bad guys" brainwash down her throat. She's nice, beautiful and hey, she's not a crazy honoured user like her father.
And who else . . . .
That's it, I guess.

Favourite character in Oblivion was Rindir, from Rindir's Staffs
Mainly because when playing my mage character, I used to buy stuff from him all the time and his disposition quickly maxed out at 100, and he was such a cool bosmer bro (brosmer?).
From then I just used to go into his shop even If I didn't need anything and be like
"Yo Rindiiiiirrrr"

I can't even think of everyone! Lucien Lachance in both Skyrim AND Oblivion. I want to marry his voice in both games.
I think it's obvious I like Onmund. Tolfdir is pretty great. Erik the Slayer. But especially Olfina Gray-Mane :]

I definitely agree that sinding isn't a proper werewolf and that he should be punished for not pleasing lord Hircine....
Majni is definitely epic though. He's my second favorite character in dragonborn.

I actually had tried to help him, and never even hit him with spells or my sword, but when I tried to talk to him he started attacking me. I didn't have any calm spells or the Kyne's Peace shout yet, so I just killed him and took his hide. I was sad. I even went to an earlier save and did the whole mission again. So yeah. Bullcrap. I helped his furry butt and what thanks did I get? A claw to the face! It was self-defense, I tell ya!

Probably a glitch. I'd helped him on other games and always felt way too guilty to take him down. Then I realized he stole a Daedric artifact and killed a little girl...
