If you mean, the Clockwork City, where Sotha Sil is located, then you have to do the missions that Almalexia orders you to do. She teleports you there. I believe the mission before that one is creating Trueflame. I suggest you save up on the potions the fabricants leave on their dead bodies. Just a little hint

I played the Xbox version of Tribunal so I don't know any console stuff, all I basically did in the Clockwork City was fight my way through the fabricants, then there's two or three obstacles to figure out. Then you face a crazy miniboss, followed by the final boss fight. There isn't much to interact with there, but it's interesting scenery.

A fabricant is the main enemy in the Clockwork city, and there are like 2 or 3 different species if I remember correctially.
the Obsticals are pretty cool and the miniboss is awsome (IMO), and the End boss fight is pretty cool.
As to how to get there without the MQ, I think typing COC "Clockwork city" would work, not sure though.

Looking at all your questions, you do not seem to have the slightest idea of what Tribunal is all about!
If you go to the Clockwork City by coc, there will be nothing there for you., but if you must.
