Ive been killing random people with my new character. With the first one, I got in for the first person. Now Ive killed dozens of random people and got no message saying my actions are being observed.

Have you tried going to sleep yet (in a bed/tavern)? After you murder your first victim, you get that prompt, once you go to sleep, the DB will visit you. Asking people about rumors around towns will mention that.

I think you only get the message when you kill a quest NPC.

No, any NPC works. All that is needed is that the target isn't hostile when you enter combat. A normal kill doesn't count, it has to be considered a murder.

I know that you can get into the dark brotherhood with any murder, but I have consistantly got the message telling me that my killing has been watched from the deaths of non essential quest NPCs and never off normal NPCs, it could be another factor but I know I have/have not gotten the message for quest/normal NPCs.

You probably recieved the message and didn't know it, try sleeping in a tavern with nice, big closed door room (for example, the anvil tavern). Sleep for any duration and Lucien Lachance will come and speak to you about a much much dark future ;P

Your killing has to be unprovoked and unobserved. Then sleep as stated above.

best thing is to wait till mid night. then sneak into a house go to bedroom and kill the person there with a realli strong spell e.g finger of the mountain. then it'll say you've been observed by forces of unknown. then when u sleep in a secure location u get visited by lucien lachances.

Doesn't even really have to be a secure location. I slept in a mages guild room with the door open, and when visited by Lucien, one of the mages was in the room right next to him. So much for security.
