does anyone know if there is anyway to gain full access to the imperial palace? i havent done the main quest yet so if thats the answer to my question just let me know, thanks

p.s i've done the DB ultimate heist quest in the past, and ive tried to reaccess the imperial palace that way again but the door that leads to the fireplace is locked, so if there is anyway around that too feel free to let me know, thanks again
