Does anyone know how to get past the second floor of the main imperail tower? Its been bugging me like crazy and I wan to get to the top. =)

There is no way to get to the top unless you're using a mod. Can't remember where I found it now, but go to one of the Oblivion mod sites and search for a file called top_tower.zip

Edit: This allows you to teleport to the top of the tower from somewhere in the gardens below it. It contains two versions; one that simply gets you to the top, and one that adds a plank to the top tower from where you can push your adorable fan from, jump from etc... Just in case you get bored (which can definitely happen while playing Oblivion... )

But floor 2 does exist.
