When I killed the pirate I found a note that appeared to be explaining how something had been taken apart,things hidden inside it and that was that. Is this a Quest?

I've been wondering about this myself. I've also find a few other notes describing various instructions, but with no other references.

Well I can't remember, but I should of course have made my own notes of where I found them, since they're probably related to the area surrounding where they were, if they have any purpose at all...

There are many such notes in the game, including several copies of each, found in various locations. The official strategy guide says that they are just to add color to the game world, but I suppose it is possible that they are actually legitimate directions to treasure or some such, possibly some sort of developer toy, or item of world-breaking power, etc.

The easiest one to find is inside the haunted ship in Anvil. Second level, I believe.

By the way, I think the instructions aren't to a house in Anvil, but a house in Cheydenhal.

Nope, it doesn't lead to places in either Anvil or Cheydenhal.
