ive done all the fighters guild missions i can find, however im not top rankin yet, who gives me the top ranking missions and where do they sleep?

Try Azzan in Anvil,Oryn in Chorrol,or the Orc in Cheydinhal.
One of them has more quests for you

Or you might need to do 'duties', in which case it's Modreyn Odryn (the Dunmer) in Chorrol.
