Im level 40 odd and I see plenty of lions. Keep looking and youll find them. I usually see a couple around that red ring road around the imperial city.

There is a mod out that adds a petshop in Cheydinhal where you can buy lions...

Apparently the pets can't die though, so I'm not sure how interesting it is for you.
Have a look at it here:

Yeah I'm assuming your on the Molag Bal quest? I had the same issue but I'm level 26. Short of trying to describe to you of the location of a dead lion I've found (thats in every game) I'll just point you in the general direction. Try the north eastern hills in cyrodiil, but go more east the west and wander around there on Horseback! If your just walking it will take ages before you find a Mountain Lion, on horseback you can also run away from other creatures that might be about. So just run around there for abit untill you reach one.

I'm not sure if merchandise is spawned randomly at merchants, but I'm in Lelles' Quality Merchandise in Anvil now (in the harbor outside the walls), and Norbert Lelles there has 2 lion pelts for sale. Just thought I'd mention it.
Btw I've seen a lot of lions in my game recently. I'll make sure I won't have your problem when I get that far...

I know about dead lions. I also know where they are. I just think I sold those. Il check the merchant though.

Ok, I looked southwest of the fort and found no lion corpse. Im checking Newt cave. If theres no lion there, I give up.

No lions there either. Actually do you have to go into the temple of light?

Ok, Im guessing this is a glitch where lions were removed or something. This sucks.

I know a house in Chorrol that has 20+ pelts in a chest.
No wait, that's my house...

Well wouldn't you already have collected the pelts from lions you've killed? Or are there dead lions lying about in fixed positions?
Anyway, after all the trouble you've gone through to find that pelt, why don't you treat yourself to an 'add.item' console command? Or are you on the 360?
Consider it as you've been given one by one of us. I keep running into lions all the time...
If you're on the 360, have you checked the merchants and smiths of Cyrodiil? There aren't that many, and you've probably sold your old pelts to some of them? Or perhaps sold items disappear from their inventory after a while?

Either your game is bugged or you are going to wonder what the hell the problem was when you wander into a lion in the middle of nowhere. Thats all Ill say.

Im betting its bugged. Shadowmere disapeared too.
I dont need a horse but this is just like will-o-the-wisps. They didnt spawn until the lions stopped.

Unfortunately, items you sell to the merchants do disappear rather rapidly... I've sold many a Daedric dagger or pair of boots to a merchant, and upon my visit a few days later, it's gone. I guess even when they're all over, Daedric items sell like hotcakes! Maybe the townsfolk are just to timid to kill the bandits/daedra that wear them.....

Sorry, I just think it's hilarious that you still haven't found any after all this time. I suppose you've tried most mountains by now as well? I usually run into mountain lions when I explore mountains and hills.
