Hmmmm,not really.
I think there are a lot of better fan-made mods over the intrenet.Official mods aren't very useful,nor they are cooler than fan-made mods.
If you ask me,Orrery and Horse Armor could have come with the game as well.I mean seriusly,charging for mods is just rediculus.I would rather give my 2$ to Kvatch Rebuilt or Silgrad Tower (both not yet published) then to Bethesda for such irelevant stuff that could be included in the game.
Horse armor.....well it just protects your horse,and that's it! Nothing especialy cool,exept it looks good as you said......Seems that Bethesda is more conserned that their mods look good than they are actualy playable.
Orrery.......the same as the Horse mod,it looks cool,but it was intresting for about 2 minutes straight.With it,you can gain special powers depending of the moons state.For example i got the power to boost my Endurance +20,but drop my Agility -20.That's about it.
But the good thing is that fans can make mods for the official mods.For example,if you have the official Horse Mod plug-in you can download Daedric Horse Mod (made by fans) from here,and i bet there will be even better things for download in the future.I'll post a screenshot as soon as i see it myself

It seems that instead of a model porter they give bases for mods that cost money.
