Adds an easy solution to unwanted level ups. I think it would be great if a mod was released that allowed a player to lock skills from gaining levels to prevent the character from leveling up too quickly. When I'm reading to gain levels in that skill again, then I could simply unlock the skill and proceed as normal.

There seems to be alot of mods to slow down the game in different orders of magnitude, but this would be one comphrehensive mod that fits most anyone's leveling preferences, as they set it themselves.

Is this possible, and if so, would it be very difficult?
