Morrowind was easy to view the files and put files in to the \Data Files folder. Everything was in viewable folders such as Sound, Music, Meshes, Textures, etc. But in Oblivion, they are in .bsa files which i think stands for bethesda something-something. I've tried a special program thats made specifically for opening the .bsa's but it doesn't work. I know that you can just put the files in and the .bsa archive it but i just want to be able to view them. Anybody know how or any other programs?

I suspect you're out of luck until the new .bsa format is reverse-engineered by the authors or users of the Morrowind bsa-unpacking tools.
Unless you're feeling keen, and want to start the update effort yourself
