copying the oblivion master file
deleting all the interior cells,
exterior cells, and any other cells,
so that the end result is a blank template for anyone to just start modding,
the end master file should be less then 50mb, since the only thing in it would be
the item/race/character etc.. references
which would allow for the easy making of any completely new worlds
but i also realize this would be a very time-consuming project to undertake..
so if no one is willing to do it i will devote what ever free time i get
to make this possible...
also: if anyone knows how to change the master file into a plugin and back again..
i would appreciate it...
