By Concept it is a good idea.
Having random merchants wander the countryside selling their finds to anybody with a spare Septim or two.
No Harm, no foul, right?.
But really, what are the odds these perks will validitate themselves in some palpable way during gameplay?
I mean, the odds of just running into one are slim enough, let alone running into one with valued goods.
Unless they're strategically located for the player to conveniently locate them, but even then, they are built to 'wander' are they not?
Also take into acount, the many uses of fast travel.
Making the concept of someone who sells you crap on trails really redundant.
